The question

Reliable internet is essential for work, study, and staying connected. Your city wants to make internet access more affordable for all residents.

How should your city improve affordable internet access? What do you think?

- Option A: Provide free Wi-Fi zones in all public spaces.

- Option B: Offer subsidies to low-income families for home internet service.

Please choose one option and explain your preference.

Write about 150-200 words.

Excellent answer: around CLB 11–12

I believe the most equitable approach for increasing affordable internet access is to provide free Wi-Fi in all public spaces (Option A). This strategy addresses the needs of a diverse population, including students, low-income individuals, travelers, and those without stable housing. Public Wi-Fi zones create opportunities for people to work, study, and communicate without financial barriers, fostering greater digital inclusion. While offering subsidies to low-income families is valuable, it only helps those with a permanent address and does not address broader accessibility challenges. By implementing widespread public Wi-Fi, the city ensures that everyone—regardless of background or living situation—can access vital online resources.

Good answer: around CLB 7–8

In my view, providing free Wi-Fi zones in public places is the best way to improve affordable internet access. With Wi-Fi in parks, libraries, and transit stations, people who cannot pay for home internet still have a way to get online. This is important for students, people looking for jobs, or anyone needing to contact family. While giving subsidies to low-income families is helpful, it does not help people who are between homes or just visiting the city. Option A ensures everyone has a fair chance to connect, no matter their situation. That’s why I would choose to expand free public Wi-Fi.

Basic answer: around CLB 4–5

I believe my city should give free Wi-Fi in all public spaces. Many people, like students or job seekers, go to the park or library to use the internet. If there is free Wi-Fi in these places, everyone can connect without worrying about money. Sometimes, I need to check my email or do homework outside my house, so this would help me. Subsidies for families are helpful, but public Wi-Fi helps more people, like visitors or people who do not have a home. I choose option A because it makes internet easy to use for everyone, not just for some families.
