CELPIP Score Requirements for Express Entry and Citizenship

By CELPass Editorial Team · Updated

IRCC sets language requirements in CLB levels, and CELPIP levels match CLB one to one. Here are the levels most programs ask for. Always confirm the current rules on the IRCC website before you book.

Minimum CLB by program

Minimum CELPIP level in each section
ProgramMinimum CELPIP / CLBSections
Federal Skilled Worker (FSW)7All four

Federal Skilled Trades (FST)5 Listening and Speaking, 4 Reading and WritingAll four
Canadian citizenship (ages 18–54)4Listening and Speaking (CELPIP-General LS)

Provincial Nominee Programs set their own minimums, often between CLB 4 and CLB 7 depending on the stream.

Why so many people aim for CLB 9

Meeting the minimum gets you into the Express Entry pool, but your rank depends on your Comprehensive Ranking System (CRS) score. Language is one of the biggest parts of it.

  • Core language points rise with each CLB level in each section.
  • Skill-transferability points (language combined with education or foreign work experience) reach their maximum at CLB 9 in all four sections.
  • Moving from CLB 8 to CLB 9 in every section can add dozens of CRS points, often more than any other single change you can make.

Because the lowest section limits the transferability points, improving your weakest skill usually pays off most. For many test takers that is Writing or Speaking.

How long results are valid

IRCC accepts language test results for two years from the test date. Your results must still be valid on the day you submit your application, not just when you enter the pool.

Check where you stand

The CELPass diagnostic gives a predicted CLB for each section in about 25 minutes, so you can see which section is furthest from your target before you book the real test.
