CELPIP vs IELTS vs PTE Core: Which English Test for Canadian PR?
By CELPass Editorial Team · Updated
IRCC accepts three English tests for economic immigration: CELPIP-General, IELTS General Training and PTE Core. A CLB level counts the same whichever test it comes from, so the right test is the one that lets you reach your target CLB in every skill most reliably. This guide compares all three. Rules change, so confirm the current list and equivalency charts on the IRCC website before you book. Applying to Australia? Australia uses different tests and scores; see the Australian comparisons linked at the end.
Which English tests does IRCC accept for permanent residence?
For economic immigration, including Express Entry, IRCC accepts CELPIP-General, IELTS General Training and PTE Core for English, plus TEF Canada and TCF Canada for French. IELTS Academic and PTE Academic are not accepted for these programs.
Citizenship has its own list: CELPIP-General LS, a Listening and Speaking test, is designed for it. Check the IRCC citizenship page before you book, because a test accepted for permanent residence is not automatically accepted for citizenship, and the reverse.
How do CELPIP, IELTS and PTE Core compare?
All three test Listening, Reading, Writing and Speaking. The main differences are how Speaking is tested, who scores it, and whether your result needs converting to CLB.
| CELPIP-General | IELTS General Training | PTE Core | |
|---|---|---|---|
| Run by | Paragon Testing Enterprises | IDP and British Council | Pearson |
| Delivery | Computer at a test centre | Paper or computer at a test centre | Computer at a test centre |
| Length | About 3 hours, one sitting | About 2 hours 45 minutes; Speaking can be on another day | About 2 hours |
| Speaking | 8 tasks recorded into a headset | Face to face with an examiner | Short tasks recorded on the computer |
| Writing and Speaking scored by | Trained raters | Trained examiners | Mainly automated scoring |
| Content | Everyday life and work in Canada | Everyday and workplace English, mixed accents | Everyday and workplace English |
| Scores | Levels M–12, the same as CLB | Bands 0–9, converted to CLB | 10–90, converted to CLB |
How do the scores convert to CLB?
CELPIP needs no conversion: CELPIP 9 in a skill is CLB 9. IELTS bands and PTE Core scores are converted with IRCC's official equivalency charts, one skill at a time.
| CLB | Listening | Reading | Writing | Speaking |
|---|---|---|---|---|
| 9 | 8.0 | 7.0 | 7.0 | 7.0 |
| 7 | 6.0 | 6.0 | 6.0 | 6.0 |
For PTE Core, use IRCC's own chart rather than a copy: it is the authority, and an out-of-date version could cost you a program. Once converted, CLB 9 from any of the three tests earns the same CRS points.
Which test is best for CLB 9?
The one where your weakest skill is closest to CLB 9. With IELTS, many people find Listening the hardest line, because CLB 9 needs band 8.0 there but 7.0 in the other skills. CELPIP asks for 9 in every skill, so no single skill is set higher than the rest.
CLB 9 in all four skills is worth a large jump in CRS points over CLB 8, so it is worth choosing the test carefully rather than by habit or by what friends took.
Can I retake just one skill for Canada?
Not with CELPIP or PTE Core: you retake the whole test. IELTS offers One Skill Retake, but IRCC has said it does not accept One Skill Retake results for programs such as Express Entry, so check IRCC's page before relying on it.
Which test should I choose?
Choose by format and by your weakest skill, after checking that the test is accepted for your exact program and that there is a centre and date near you.
- CELPIP suits people who live in Canada or know Canadian accents, prefer speaking to a computer with a moment to prepare, type well, and like longer tasks where they build a full answer.
- IELTS General Training suits people who speak best in a real conversation, may also need a result for another country, and are comfortable with IELTS Listening at band 8.0 if they need CLB 9.
- PTE Core suits people who want a shorter test, are quick with short computer-based tasks, and are comfortable with automated scoring.
- If you have already prepared well for one format and are close to your target, staying with it is usually faster than switching.
Frequently asked questions
Does IRCC prefer one English test?
No. IRCC converts every accepted test to CLB levels, and the same CLB level earns the same CRS points whichever test it came from.
Can I mix skills from CELPIP and IELTS for Express Entry?
No. Your profile uses the four scores from one test result, so plan to reach your target in every skill on the same test.
Is IELTS Academic accepted for Canadian PR?
No. For economic immigration IRCC accepts IELTS General Training, not IELTS Academic.
